Description of the software

During the winter 2005 – 2006 Innofactor Ltd and the Energy Market Authority of Finland have developed a permitting, monitoring, reporting and verification software that is currently actively offered to other member states, as well. Innofactor Emissionfactor SOFTWARE has been designed to centrally handle all permitting, monitoring, reporting and verification -related communication between the competent authority, operators and verifiers. The competent authority can use the system to handle the GHG emissions permit and verifier permit processes and to monitor the reporting and verifying processes. The following EU-ETS processes have been implemented in the software

• Applying for a emissions permit
• Updating emissions permit information
• Applying for emissions permit update
• Applying for emissions permit cancellation
• Applying for verifier permit
• Updating verifier permit information
• Applying for verifier permit update
• Applying for verifier permit cancellation
• Submittion emissions report and verification statement

Because submission of reports and verification documents can be done in the system, no time consuming printing and posting processes are needed. The operators can submit the emissions reports to the verifiers and receive verification statements and comments directly in the system. In addition all the participants can monitor the states of the processes they are currently involved.
The system also consist publishing of public Internet page where competent authority can publish information about emissions trading and give citizens access to information of the emissions reports and permits.
